Winthrop Town Council Tables 3A Zoning Intervention Motion at Special Meeting

WINTHROP — April 8, 2026 — Winthrop Town Council tables two motions at a special session called over MBTA 3A zoning litigation. All nine councillors attended the April 8 special meeting, convened at the request of Councillors Finn, Romano, Costigan, and a fourth member, under the town charter's four-member call provision. Councillor Costigan moved to direct the town attorney to intervene in superior court docket 2484CBO2351A on behalf of the town's 3A zoning exemption claim, arguing that five of six precinct councillors — representing roughly 15,000 residents — support joining the suit "merely wanting them to take Winthrop's exemption case seriously, and to rule on it through the courts." A second motion would amend council procedural rules to require agenda placement of any item submitted by at least four councillors, replacing what Costigan called a unanimous threshold. Council President Letieri tabled both motions before any vote, deferring action to the next scheduled council meeting on April 21.
