WINTHROP — The Winthrop Town Council voted unanimously to adopt a two-month pilot letting the council president answer public comment questions on the spot, and referred a $1.5 million appropriation for the Winthrop Street water main to the Finance Committee. Councilor Tassinari announced an AA+ bond rating from S&P Global Ratings, calling it "the second highest rating that they give," and said $50 million in state capital earmarks, including $10 million for the fire station and $15 million for coastal hardening, remains inaccessible because Winthrop is not in compliance with Mass General Law. Councilor Dimes proposed a townwide seawall ownership and condition study to support MVP and FEMA grant applications.
The council also tabled an appointment of a Board of Appeals nominee, identified only as Mr. Bocchio, after Councilor Reardon said she wanted more time to vet the application. Much of the meeting was devoted to an opening strategic-planning session touching on the rink, the middle school gym, CBD zoning heights and a possible pool, with the council weighing a $5,000 to $7,000 facilitator contract with a firm called Community Paradigm.
