WINTHROP — June 2, 2026 — Winthrop Town Council receives $84 million fiscal year 2027 budget review and schedules June 9 special meeting for adoption vote. Finance Commission Chair Matt Gorkowicz presented findings Tuesday showing total revenues of $82 million — up 2.6 percent over fiscal year 2026 — with property taxes funding 66 percent of the general fund and annual marginal revenue growth limited to roughly $1.9 million under Proposition 2.5 constraints. The commission flagged a projected $1.2 million gap between the school committee's $42.5 million level-service request and the $41.3 million appropriated by Town Manager Tony Marino, as well as health insurance costs rising 6 to 8 percent and $160 million in identified long-term infrastructure needs. The council voted 9-0 to appropriate $160,000 in certified free cash to two building maintenance revolving funds and 9-0 to authorize payment of $20,232.45 in prior-year unpaid bills; it also unanimously referred a use-variance prohibition zoning amendment to the Planning Board and voted to cancel the June 16 meeting, moving it to June 30 and scheduling the budget adoption for a June 9 special session at 6 p.m.
