Winthrop Council Refers Mandatory ADU Ordinance to Subcommittee, Approves MBTA Letter

WINTHROP — May 6, 2025 — Winthrop's Town Council and Planning Board held a joint session to begin shaping a mandatory accessory dwelling unit ordinance under the Massachusetts Affordable Homes Act. Town Attorney Jim Cipolletta presented a draft ordinance limiting ADUs to single-family homes in the RA zoning district, capping units at 900 square feet, prohibiting short-term rentals, and requiring connection to town water and sewer — restrictions the state allows but does not mandate. The Council referred the draft to its Rules and Ordinance subcommittee, with feedback from the Planning Board sought by late June or early July. In other action, the Council unanimously approved a letter to MBTA Secretary Tibbetts and General Manager Eng demanding lower ferry fares, at least five bus shelters installed before October 1, and advocacy on chronic Saratoga Street bus delays. The Council also voted unanimously to appoint Judy Van Koyman to the Affordable Housing Committee and announced it will accept letters of interest through the end of May to fill the Precinct 2 seat vacated by the resignation of Councilor Munson.
