WINTHROP -- August 12, 2025, Winthrop Town Council unanimously approved four charter amendments Tuesday and received a fiscal impact study projecting up to a $2.5 million annual net surplus from full residential build-out. Consultant Eric Overson of RKG Associates told the council that 100 new rental units would yield a net annual surplus of nearly $72,000, while full build-out of the 890-unit capacity identified under prior MBTA Communities zoning could generate $736,000 annually for rentals or roughly $2.5 million for condominiums. Councilor Pat Costigan challenged the study's 0.19 student-per-unit generation rate as too low and noted that capital costs, fire staffing needs, and infrastructure strain were excluded. The four approved charter amendments modernize special meeting notice requirements, create a biennial compensation review with voter approval for any increases, and set a two-year term for the council vice president, unchanged since the charter's 2003 adoption. A separate amendment to limit vice presidential nominations to the council president alone failed 3-4 before the full motion passed 7-0. The council also unanimously voted to refer to the memorials committee a proposal to name a small turnaround near Ingleside Park "Jerry Defanzo Way," honoring a longtime disability advocate.
