Winthrop Council Approves $58,000 Stormwater Engineering Transfer Unanimously

WINTHROP — December 2, 2025 — Winthrop Town Council unanimously approved a $58,000 stormwater engineering transfer and filled a Housing Authority seat at its December 2 meeting. The council voted 7-0 to move $58,000 from the Capital Stabilization Fund — which will drop to $1,771,682 — to cover final design and permitting for a drainage project on Tileston Road, Girdlestone Road, and Pico Avenue, with Director of Public Works Jerry Caller estimating the full construction cost at $4 million to $4.5 million once design is complete. Caller cautioned that an unresolved easement, described as involving a yacht club, must be secured before permitting can begin, with final design targeted for late May 2026. In a joint session with the Winthrop Housing Authority, the combined body voted 10-0 to appoint Mary Lou Heighton, a 15-year tenant organization volunteer, as the board's tenant representative, with Housing Authority Director Peg Lyons saying Heighton had been "voted unanimously by the tenants." The council also referred a $980,000 water service line appropriation to the Finance Committee and announced a Precinct 6 vacancy following the resignation of Councilor DeRoss, with letters of interest due within three weeks.
