Winthrop Committee Debates Tree Policy as Somerset Ave. Deadline Looms

Other Committee · Meeting of July 14, 2026

Winthrop's Public Health, Safety and Public Works Committee debated tree preservation and sidewalk safety Tuesday, finding broad agreement on the need for a graduated replacement policy but taking no formal votes. The three-member panel — Chair Susanna, Marty Finn, and Paul Reardon — reviewed ordinances from Newton and Somerville, with Steve, the Director of Public Works, and Tom, the tree warden, describing operational conflicts including impassable sidewalks at 190 Somerset Ave., Marshall and Tileson streets, and Summit Avenue. The most pressing item: a state Architectural Access Board order requiring the town to make the 190 Somerset Ave. sidewalk ADA-compliant by December 31, with a bump-out estimated at roughly $25,000 and tree removal at roughly $3,500 — a gap the committee acknowledged but could not resolve without a new Town Council vote.

Tony, a senior town official attending by phone, confirmed the town's 2024 GIS-based sidewalk study from Benesh remains unimplemented for lack of capital funding. Chair Susanna circulated a draft tree protection ordinance modeled on Newton's six-inch diameter threshold and mitigation-fee structure for committee review.
