Winthrop Town Council Unanimously Approves New Short-Term Rental Ordinance

WINTHROP — July 1, 2025 — Winthrop Town Council unanimously approved a new short-term rental ordinance capping Airbnb-style units at 1.5 percent of the town's housing stock and shifting licensing to the Board of Licensing. Vice President Hannah Belcher, who led the effort, said only about 12 of an estimated 125 operating units are currently registered; the new $300 annual fee rises 2.5 percent per year and will self-fund inspections by public health, fire, and inspectional services. Owners must be Winthrop primary residents, LLCs are barred, and occupancy is capped at two adults per bedroom or six guests total. The council also heard from DCR officials Eric Seaborn and Liz Kern that Wetlands Protection Act restrictions and the presence of unpledged piping plover chicks severely limit mechanized seaweed removal at Winthrop Beach, though Seaborn acknowledged hand-removal by volunteers could proceed under different regulatory rules. "It's a balancing act, trying to maintain recreational opportunities and protect the natural resources of this particular beach," Seaborn said.
