Winthrop Presents $66 Million FY26 Budget After Override Passage

WINTHROP — April 15, 2025 — Winthrop unveils a $66.4 million FY26 general fund budget anchored by a newly passed $3.5 million school operating override. Town Manager Tony Marino and Finance Director Sarah Johnson presented the spending plan at the Select Board's required spring budget forum on April 15, projecting total revenue of $66,405,382 against an estimated levy of $40,460,988 — up from last year's $34,449,222 base. Schools receive roughly 60 percent of the budget, or $40,158,042, with town departments receiving $26,254,540. The single sharpest pressure point is employee health insurance, which rose at a blended rate of 15.3 percent through the Group Insurance Commission, with individual plans climbing as high as 17 percent. The five-year capital plan carries $116 million in total project requests, including approximately $38 million for a new fire station approved by voters April 5. Five union contracts expire June 30 with negotiations still in early stages; the Town Council is targeted to vote on the final budget at its second meeting in June.
