Winthrop Finance Panel Clears Four FY26 Closeout Transfers on Final Day

Winthrop's Finance Committee subcommittee closed out fiscal year 2026 on June 30, approving four unanimous transfers totaling more than $1.1 million. The three-member panel — Councilor Dimes, Councilor Reardon, and Councilor Tassaneri — recommended that the full Town Council approve a $250,000 draw from the General Stabilization Fund and a series of inter-budgetary line-item shifts to close a snow and ice deficit that reached approximately $498,000 against an original appropriation of $135,000. Finance staff Robbie, participating remotely, told the subcommittee the town "knowingly underbudgets for supplies" each year and uses year-end cash to cover the gap — a practice the state legislature has penalized by reducing the town's budget by $50,000 annually for the past three years.

A separate $800,000 transfer from Water Sewer Retained Earnings brought the Water Sewer Capital Stabilization Fund to $1,931,800. After all free cash moves, including a $500,000 FY2027 capital allocation, Winthrop will carry just $9,388 in unappropriated free cash into the new fiscal year.
